As of May 2025, the Oklahoma Medical Marijuana Authority (OMMA) has officially implemented emergency rules tied to House Bill 2807. o All cannabis products that are not concentrates—flower, shake, trim, kief, pre-rolls (infused or not)—must be sold to dispensaries in pre-packaged form.
o Permitted package sizes: Minimum ½ gram to a maximum of 3 ounces.
o Dispensaries may no longer accept loose (deli-style) cannabis. All inventory must come pre-packaged from the grower or processor.


Grace Period: Dispensaries have until November 1, 2025, to sell or waste any deli-style inventory received before June 1, 2025.
